- The procedure regarding the monitoring and control activity of the compliance by the structures provided in Article 359 paragraph (1) of Romanian Law no. 227/2015 on the Romanian Fiscal Code, as amended and supplemented, of the legal conditions regarding the authorization of authorized warehouses, registered recipients, registered consignors and authorized importers, since 23.11.2022
- The monitoring of the activity of the regional customs departments for the authorization of authorized warehouses, registered recipients, registered consignors and authorized importers is carried out on the basis of the analysis of the situations sent monthly by them, which will mainly include the following information: applications for authorization, identification data of applicants, authorization decisions issued by specific categories of products subject to authorization, decisions to reject, revoke, cancel and suspend with their reasons.
- The control is carried out whenever there are indications of deviations from the legal provisions and internal regulations regarding the authorization of authorized tax warehouses, registered recipients, registered consignors and authorized importers by the regional customs department.
- The control body shall submit to the Executive Director of the controlled Regional Customs Directorate or to the person empowered by it the draft inspection report containing their findings and consequences, giving it the opportunity to express its point of view in writing, unless the executive director of the controlled regional customs directorate waives this right.
- Romanian Order no. 2580/177/2022 on the revision of the discount rate to be used in the award of public procurement contracts in 2023
- In accordance with the methodology for calculating the discount rate that is used for the calculation of life-cycle costs of the procurement within the procedures for the award of public procurement contracts/framework agreements that have as award criterion the “lowest cost”, approved by the order of the President of the National Agency for public Procurement and of the President of the National prognosis Commission no. 842/175/2016, a level of this indicator of 9.5% is established for 2023.
- The set discount rate will be used in the process of awarding public procurement contracts / framework agreements financed exclusively from the state budget.
