The declaration of marriage is made personally, by the future spouses, a man and a woman, in writing, at S.P.C.L.E.P. or, as the case may be, at the town hall of the place of residence of one of them and is published on the day it was received, by display, in the excerpt, at the headquarters of the town hall, on its website and on the portal S.I.I.E.A.S.C., and, where appropriate, at the headquarters of the town hall where the other spouse is domiciled or residing.

By exception, the marriage may be concluded in an administrative-territorial unit other than the one in whose territorial area the future spouses reside or have their residence, on the basis of the supporting documents, only with the approval of the mayor of the administrative-territorial unit where the marriage is concluded and with the obligation to notify the town hall of residence or residence of the future spouses, in order to publish the marriage declaration.

The civil status officer may conclude the marriage if he finds that the requirements of the law are not met.

The refusal to conclude the marriage shall be recorded in a motivated report, drawn up in two copies, one of which shall be physically handed or transmitted electronically to persons intending to marry, and the other copy, electronically, attaches to the marriage file.

In the educational and detention centers, a specialized department is organized and operates for the treatment, recovery, rehabilitation and social reintegration of convicted persons who are dependent on the consumption of psychoactive substances. The center doctor will also endemically monitor the treatment regimens applied to the persons concerned. Determining the degree of their dependence will be carried out by the center doctor.

The financial means necessary for the functioning, endowment and investments in educational centers and detention centers are provided from the state budget through the National Administration of Penitentiaries. Also, the funds for setting up the centers can come from the budget of the county councils in the region, as well as from donations, sponsorships or other sources of financing provided by law.
